The project

The GPRA is a multi-partnership project of unprecedented scale to structure the area for tomorrow.

It aims to establish an industrial ecology system to anticipate economic change and energy transition, and to develop a modal shift to rail and river for transporting goods.

The aim is to reveal the strong economic, industrial and land development potential identified over an area of about 20 km around INSPIRA (a responsible, multimodal Industrial zone in Salaise Sablons).

Qualitative benefits

  • Organizing the area around Industrial and Territorial Ecology. This organization aims at maintaining a competitive industrial activity in the area by reducing the use of natural resources and creating economic, social and environmental value.
  • Promoting the capabilities of multimodal systems to transport goods. The ambition is to make Rhône-Median one of the best multimodal sites in France. From a thorough investigation of companies’ uses and needs, new competitive logistics solutions will be found to facilitate access to rail and river routes and develop infrastructure.
  • Enhancing and developing territorial intelligence This involves inventing a new economic development model that will create jobs that cannot be outsourced and will respect quality of life

Stages of the initiative

December 2011: Setting regional momentum in motion at the initiative of the ZIP joint syndicate

11 July 2013: Plenary adoption of the GPRA Rhône Médian protocol

14 November 2013: Signing the GPRA Rhône-Median Protocol

December 2013: Validation by the steering committee of the first 2 Rhône-Median projects: an energy transition project initiated by the Drôme council and extension of a rail terminal in St Romain en Gal.

January 2014 - June 2015: 8 meetings of the GPRA Rhône-Median steering committee leading to the validation of 10 Industrial and Territorial Ecology operations and 3 Modal Shift operations

5 June 2015: Setting up the GPRA Rhône-Median Scientific Advisory Committee

Implementation

Technical resources

The technical resources required to implement the decisions of the steering committee are made available by three joint syndicates that have pooled their skills: Syndicat Mixte Rhône-Pluriel, Syndicat Mixte Rives du Rhône and Syndicat Mixte de la Zone Industrialo-Portuaire de Salaise-Sablons (INSPIRA)

Human resources

The resources mobilized for the leadership team are roughly two full-time equivalent jobs, and the following part-time jobs: A Project manager (Rhône-Alpes region)

An Industrial and Territorial Ecology Project officer (Rhône-Pluriel joint syndicate)

A Modal shift Project officer (ZIP joint syndicate)

Support for specific tasks carried out by the Rhône Pluriel and Rives du Rhône joint syndicate for secretarial work, administrative and financial management and communication actions.

Funding

The budget corresponds to the estimated five-year action programme. It underwent consultation by the partners.
