The National Programme for Inter-company Synergies (Programme National des Synergies Inter-Entreprises -PNSI) to extend synergies

Laurent Georgeault, you are running the PNSI within the Institut de l’Économie Circulaire. Why did this institute want to launch such a programme in France?

"Industrial and territorial ecology (ITE) began to be implemented in France in the 2000s. Until 2014, initiatives were often driven locally. The method is essentially based on systematic visits to companies to examine flows and highlight possible inter-company synergies. The study lasts from four to six months, a time scale that is not really suited to companies.

Meanwhile, recent developments in regional jurisdiction for economic development are leading to regional structuring of the coordination of ITE. In 2014, the Association des Régions de France and ADEME published the guide on the methodological framework for regional circular economy strategies in France. This changed level of steering raises issues of governance and capitalization between regions.

The Institut de l’Economie Circulaire therefore proposed a suitable framework for cooperation and testing of a workshop-based method, with the help of a British operator who had developed such approaches in several countries. 

The general idea is to improve the effectiveness of the approaches, to deploy them on a larger regional scale, to amplify synergies, and to build on expertise.

The workshop-based approach was chosen because of its pragmatism, its positive results in several countries, and the fact that it can be adapted to France. Based on local meetings, it allows a greater mobilization of companies, a shorter data acquisition time, and ideas for synergy to be delivered within days.

Launched in 2015, with four regions taking part (Aquitaine, Brittany, Normandy, Rhône-Alpes), the programme brought together over 500 companies in 13 workshops in one year. The programme lasts two years and aims to mobilize about 200 firms per region, establishing an inter-regional network to facilitate the exchange of best practices and develop expertise with field operators. The lessons learned with this programme will provide food for thought for regions wanting to extend ITE”
