[Seen elsewhere] Assessment of circular economy projects: the example of Brittany

In preparation for the launch of a call for expressions of intent (CEI) on the circular economy, in 2014 the Brittany Region met with many people in the area and conducted four workshops in collective intelligence. The aim was to share a common circular economy ambition with the different parties as part of the “Cradle to Cradle®” philosophy.

Cradle to Cradle® proposes initiating a paradigm shift in which the concept of waste does not exist: all is resource.

The notions of positive impact, regeneration of resources and equitable sharing among stakeholders were met with enthusiasm. This was encouraging for the Region which promoted a first CEI in December 2014: 35 projects were presented and 8 selected as a pilot.

The development of the circular economy requires a paradigm shift (a move from the linear model to the circular model) that should be evaluated to assess the benefits or limitations of the processes involved.

Within this CEI, project evaluation has been implemented at different stages and with different objectives:

- When analysing the projects:
Five selection criteria have been defined to make it easier to choose pilot projects to be a reflection of the change of model and to be swarmed throughout the area:

  • the paradigm shift (drawing inspiration from nature where all is resource)
  • deploying virtuous loops
  • project maturity: expected tangible results after about a year
  • the creation of new ecosystems (a multi-partnership approach considering the entire life cycle of the product)
  • the demonstration potential.

- When beginning support:
Each promoter had to define a positive intention for the project, built in the collective intelligence workshop with partners and stakeholders in the area concerned. Run using a methodology cross-referencing 8 positive intentions and 27 performance indicators, this collective thinking provided a course for the project, shared and specific to the area. It is a guide for decision-making that should be maintained throughout the project roll-out.

- To evaluate the change process (initial and future):
a rating system is used to define the project according to 5 criteria:

  • Positive impact
  • Cooperation:
  • Regeneration of resources
  • Paradigm shift
  • Energy efficiency

A qualitative assessment of the CEI reveals that it has been very beneficial to the project leaders, especially from the perspective of innovation, cooperation and new local partnerships created. Encouraged by this, the Brittany Region launched a second CEI in January 2017.

The evaluation process will be consolidated in this second CEI as part of the development of the regional “circular economy” strategy.
